Migrating Database Through Cron Jobs

With the web host I am trying to use (since they are pretty cheap), I don't get SSH access. I have found and tried a few different ways that I have found a potential to do a php artisan migrate command through cron jobs, but it never works. I have tried the Snipe-IT GUI restore, but it seems my local setup with XAMPP doesn't want to back it up fully/correctly. Any help setting up a cron job if this is possible and anything needed to complete this would be super helpful. Thank you in advance!
