Basic Workflows (on asset decomission for instance)

Hi there. I would like to trigger an automatic email to gets sent when I set an asset to "decomissed".
1.-I found the status "Broken, not fixable". Is this the best way to remove the asset from it's lifecycle?
2.-Is there a way to trigger an email that gets sent to "administration" when any asset gets this (or any specific other) status?
