Email Permission is granted but email does not return

Even thought with all permissions granted, some user information are not returned.
It happens with permissions: email, friends and likes.
I've noted for those users these permissions are not returned, only firends can have information about the user, and the profile on facebook is displayed like that:

It was plausible the profile omited for non-friends could not return some info.
But, I had an user which the facebook profile is 'wide opened':
For this user, the permission 'friends' returned info.
But email was not returned.
It happens with 4 from 30 users in one day.
It is quite 12%.

If user has created Facebook account with his/her phone number instead of email then it gives us no email via Graph API.
