Timezone issues publishing blog

When publishing a blog at 8:30pm pacific I found it ended up being scheduled rather than published. The timezone hint also ended up displaying null. I had to set the date back one day to actually get the blog published.

While we are at it, it would be nice to use the timezone of the current user. Always using Los Angeles is kind of annoying for anybody that doesn't memorises their respective time zone difference to pacific.
