A new nimbus_beacon_node keymanager sub-command will be able to send requests to any node supporting the Keymanager API (when the user supplies a --keymanager-url parameter) or it will apply the result of the keymanager API operations to a particular data directory (when the user supplies a --data-dir parameter).
