Need a CODEOWNERS file in this repo. Will work with the SSWG to make that happen.

@parispittman there's a CONTRIBUTORS.txt file. Is there much difference between this and the CODEOWNERS file?

@cmcgee1024 CODEOWNERS is used by GitHub to automatically assign reviewers on new PRs
