When configuring the secure storage, the password is sometimes asked

Steps to reproduce :

• configure secure storage from an account that does not have neither xs or ss
• at the end of the procedure the password is prompted

What we'd like

• do not ask password as the user is already authenticated

It has been mentioned by Element. It seems that a "grace period" exists where no password is asked after a login. out from this period, the password is asked.

In recent element-web upgrade, there is a grace period of 5 minutes where the password is cached locally, we could use it if needed : matrix-org/matrix-react-sdk#10208

@odelcroi le mot de passe n'est plus nécessaire pour initialiser le cross-signing la première fois, on peut étendre mais c'est un ticket backend et non lié au client
