Must supply cloud_name in tag or in configuration

I'm trying to use 'cl_image_upload_tag' helper.
There seems to be something wrong in the way it fetches the package config.. It doesn't seem to load the config/packages/teepluss/... config ( I published it via Terminal ).

Error: "Must supply cloud_name in tag or in configuration ".
I attached an image where I think the error is occurring. "cloudinary_api_url" function.

Do you have any clue what this could be?
I had it working last month but now I started again with a fresh install and I can't seem to
get it up and running again.
