Moved spec-gen from cmd to hack directory #3475

Changes

Pipeline nightly https://dashboard.dogfooding.tekton.dev/#/namespaces/default/pipelineruns/pipeline-release-nightly-mk8vq?pipelineTask=publish-images&step=run-ko failed because of

ln -s /tmp/tmp.GNbmdH/source.tar.gz cmd/spec-gen/kodata/
ln: cmd/spec-gen/kodata/: No such file or directory

As we are not creating any image for spec-gen no need to have kodata folder so moved spec-gen from cmd to hack directory
