Bootstrap js library in multilanguage site

Hi,
I've noticed that if the site is monolingual and I want to build a Bootstrap collapsing accordions in an article, I don't need to activate the collapse plugin from the Bootstrap js library, but if the site is multilingual the collapse plugin must be activated.

Is this intentional or should it be considered as a bug?
