Add bulk assign option to Tests (tests page)

Why:
We have aprox 1500 tests which I want to assign to specific people. So later I could use Assign strategy.

AC:
Add same option as we have in Bulk for Runs

@OleksiiKho what options do you want to have it here?
I don't think you will be creating this strategy manually, you need to make it automatically.
By tags, by labels, by folders, by suites, by status? how?
And also give a screenshot to page you're referring to.
As we have already some assignment strategies
