What problem would this feature solve? Please describe.
There should be a collection of static reference scales for each metric by each boundary so that local reports can be coloured based on national statistics.

Describe the solution you'd like
A way for each script to be able to reference the static 5-colour scale that is appropriate.

This should be a 'setup' script that allows you to create the reference boundaries
