How client.on("mods") works ?
My client is connected , i receive client.on("message") but i don't receive /mods

You cannot use the "/mods", "/mod", and "/unmod" commands (or any other commands) via IRC as of February 2023. Consider the "mods" event to be dead code. I haven't tested if the "mod"/"unmod" events work in many years, so I wouldn't rely on those events for anything.

If you want to check the authenticated broadcaster's moderator list:
You need to use a token authenticated as the broadcaster with the moderation:read and/or channel:manage:moderators scopes, then you can use the Get Moderators Helix endpoint.
See also the Add Channel Moderator and Remove Channel Moderator Helix endpoints.

If you want to get all channels the authenticated user has moderator privilege:
You need to use a token authenticated as the target user with the user:read:moderated_channels scope, then you can use the Get Moderated Channels

Oh, that's obsolete code, thanks for that.

I hope the old 404 error will be removed in the next update :)

You can disable that code by passing the option at options.skipUpdatingEmotesets set to true:
