Adding Vein spawns to JAMD dimensions not working.

Okay I am about to pull my hair out here. I have set up a data pack to add spawns for the veins in the JAMD mining dimension. At first I could not get jamd to show up on the whitelist, but I read about adding the dimension to a tag and then I got the mining dimension appearing in the whitelisted biomes. However nothing I do will get them to actually spawn without spawning them in manually with the coe command. Attached is the latest iteration of the datapack, forgive the name, I have been getting desperate.

I successfully solve the problem by doing this: put 1 Create ore excavation.zip in the kubejs\server_scripts folder and put is_overworld.json in data\minecraft\tags\worldgen\biome folder of a normally working datapack. I made Vein spawns in both overworld and JAVD dimention through this.

Weird, I've had the same issue in the overworld with a lead vein (set to Mekanism's lead). I decided to set a chunk to have a vein, and it shows up, but after reloading the game, it's gone. No idea why though.
