Navigation collapse to icons ..

This would be a awesome/useful feature -- if the navigation could collapse to a icon grid. Like the icons on smart phones.

We won't be adding anything like that for now. Sounds like a good add-on though!

Should be implementable with the "Add responsive inline and inline-block classes" feature of #9397, which isn't too hard to code yourself in the meantime.
