This was one of the RIDs out of M15 deliverable.
Patrick suggested (under some other possibilities):

Implementing a hybrid approach for the high resolution datasets: using single images on lower zoom levels, switching to tiles on higher zoom levels. The issue would persist on higher zoom levels
