Add a nice message and ask the user to update their system first when needed to switch to the Developer Experience.

Instead of and error:

just devmode-on
Rebasing to a developer image
error: Old and new refs are equal: ostree-unverified-image:oci:/var/ublue-os/image
error: Recipe `devmode-on` failed with exit code 1
