What happened?

When creating a new control plane, events aren't displaying initially. Enabling --debug flag on xgql in the control plane surfaces the following error:

2024-11-06T17:58:31Z DEBUG xgql Kubernetes runtime error {"err": "k8s.io/[email protected]/t
ools/cache/reflector.go:243: Failed to watch policy/v1, Kind=PodDisruptionBudget: failed to list policy/
v1, Kind=PodDisruptionBudget: poddisruptionbudgets.policy is forbidden: User \"upbound:user:nicholasthom
son\" cannot list resource \"poddisruptionbudgets\" in API group \"policy\" at the cluster scope"

How can we reproduce it?

Create a new control plane in GCP us-west-1 and navigate to the events tab. The network request should time out with a 500 "Internal Server Error".

What environment did it happen in?

GCP us-west-1
