[Issue]: Change state dropdowns to reflect full state names #508

Why is this issue important?

The treasury portal is not accepting two character state codes and is requiring the full names of states to be in the treasury report

Current State

If a state field is submitted via the treasury report with the 2 character state code, the treasury portal generates an error

Expected State

For the following fields, the treasury report should reflect the full state name:
State_Planned__c
State_Actual__c
State_Abbreviated__c

discuss whether we should update the upload workbook and upload validation or only the treasury report values

confirmed with Aditya - these can be updated in the treasury report only and no input template update needed.
