Are Gum runtime files re-added when saving a project in VS? #1659

To reproduce:

  1. Open a project in FRB
  2. Open the csproj in Visual Studio
  3. Make a change to the .csproj but do not save it in Visual Studio
  4. Add a new Gum component so something is generated
  5. Go back to Visual Studio and if asked, ignore the changes on disk
  6. Save your Visual Studio project
  7. Observe FRB reloads the project

Observe - the runtimes are removed
Expected - runtimes should be re-added

I haven't tested this but I believe it will reproduce.
