[Public page] - Improve mobile view #961

In the mobile view, the public voting page looks weird and too crowded. Simplify it by:

Remove "Dashboard" and "Sign In" button on the top/header.
Remove "Back" button
Remove the "Stats" sidebar
Remove the "Status" sidebar ("Running/Upcoming/Finished")
Remove the voting type inside the questions ("Single Choice")
Reduce the top-padding in the questions.
Make the "Sign-in" and "Vote" button primary and sticky at the bottom.

Overall, it should look more like this:

Instead of:
