Newsletter Terms and Conditions agreement confirmation

A client from Canadá needs a "Terms & Conditions" agreement on the newsletter component. It's a Canadian Anti-Spam Legislation requirement.

User Stories

As a customer, If I have a Terms & Condition label, I have to read and agree with the Terms & Conditions to opt-in the store's emailing list.

As a customer, If I have a Terms & Condition label when submitting the form without the confirmation checkbox set, I have to receive an error message asking me to confirm the "Terms & Conditions" by selecting the confirmation checkbox.

As a customer, If I have a Terms & Condition label when submitting the form with the confirmation checkbox set, the newsletter success message will be displayed.

As an e-commerce admin user. I want to set up a "Terms & Conditions" label using markdown language (at least with bold and hyperlink support) at the Store Editor on the CMS Section by selecting the Newsletter's Block.
