It has come to my attention that the SpecRef ID we have been using for PNG (simply PNG) references https://www.w3.org/TR/png/. That URL used to host the Second Edition of the Portable Network Graphics (PNG) Specification, but it now redirects to the new Third Edition.

As we did not discuss bumping PNG from v2 to v3, and our document specifically states "Portable Network Graphics (PNG) Specification (Second Edition)" (emphasis added), we should pin the PNG specref version to PNG v2.
