Description

As part of epic #2913, tests will be developed to test migration RBAC changes, this issue will contain the design used to address used cases mentioned in epic #2913

Issue Update

A discussion with the team is pending in order to decide if the best way to approach these tests is the system tests or Integration test given the behavior described in the epic comment here.

The issue will be put on hold until a decision has been made and the design can move forward.
