Downloadable Product - revoke access issue

Describe the bug: When a downloadable product is purchased, the seller is unable to revoke access to the file. The revoked file reappears after refreshing the order page.

How to Reproduce:

1. Create and purchase a downloadable product.
2. Now view the order from the seller dashboard and click on 'revoke access'
   
3. Notice that the file has been removed from the file permission.
   
4. The file reappears when the order page is refreshed.
   
5. As a result, the customers can have always access to the downloadable files.
   

Expected behavior: When the access has revoked the file should not reappear unless the seller/author of the product adds the file manually.
