[Issue?] Weired "save-behavior" with new IFC-doc (strict IFC mode) #65

Steps to reproduce:

  1. start FreeCAD 0.22-dev
  2. change to the BIM workbench
  3. with comand "File->New" crreate a new FreeCAD document
  4. for the "Single-IFC-document" dialog choose "also create a default structure" and click yes
  5. notice the newly created structure "IfcProject\Building\Floor" and STRICT IFC mode on
  6. everything has worked as expected up to this point
  7. you now can't save your IFC-file because the comand "File->Save IFC file" is grayed out
  8. i would expect to be able to save my IFC-file in this early stage too
