Unable to save IFC file

I have been struggling with saving an IFC file. So I have open a IFC file. In my case, I opened the IFCopenhouse file. I edited the file, lets say I move the roof. I can't save the file as shown in the image below. There are no option to save the IFC file. If I just do the normal save as.. It just become a freecad file. If I go to the IFC -> Make IFC project it just creates another IFC file. Am I doing something wrong here? Thanks.

Just an update to the issue. I created a new native IFC project. I was able to save it to an ifc file as shown here.

I proceed to close the Freecad program. I re-open the IFC file and I don't have the option to save the ifc file after I modify the IFC file. As shown in the screen capture below.

What is happening here? Is this a bug or is there something wrong with my installation? or workflow? Thanks
