Describe the bug
When using the bl654_usb board without mcuboot, the size of the image is not limited and so large applications can be generated that actually impose on the bootloader's flash space.

To Reproduce
Build any application with an output size of > 892KB for bl654_usb

Expected behavior
To prevent successful firmware builds

Impact
Annoyance

  • OS: Linux
  • Toolchain: Zephyr SDK 0.14.0
  • Commit SHA or Version used: e8a369e
