XML Codec

As mentioned in the ZIO schema docs, XML Codec is listed as a good use case. I would like to get the ball rolling on that.

The idea would be a zio-schema-xml module that would have a limited set of dependencies. Maybe use some other lib for the xml AST if needed e.g. scala-xml.

Curious to know if this has been discussed in the past? I looked through the existing issues and haven't seen anything.
