Fixed the period settings for beacon advertisement packets. Changes through the config service now take effect and defaults can be set through code.

Fix EddystoneService to make use of beaconPeriod values written when in configuration mode. Also, change default for TLM Temperature to 0x8000 and BatteryVoltage to 0x0 to conform to the eddystone specification.
