This is a WordPress.com / Automattic duplicate issue for internal tracking and triaging. There's an existing issue opened with Gutenberg: WordPress/gutenberg#29158

Steps to reproduce the behavior

  1. Go to any post or page.
  2. Add a link to any text. Keep the link setting popover open.
  3. Click the top right vertical ellipsis icon to access the editor settings panel.
  4. Scroll to the bottom and click "Preferences".
  5. The preferences modal will appear, however, the active link popover will remain above it (see video below).
     

What I expected to happen

The Preferences modal should sit above all other page/post items when triggered.
 

What actually happened

The preferences modal will appear, however, an active link popover will remain above it.
 

Browser / OS version

macOS 11.3. Chrome 91.0.4472.106
 

Is this specific to the applied theme? Which one?

No. Reproducible across a number of WordPress themes.
 

Does this happen on simple or atomic sites or both?

Both. The issue is also reproducible on self-hosted sites.
 

Is there any console output or error text?

No.
 

Level of impact (Does it block purchases? Does it affect more than just one site?)

Low impact / jarring UI.
 

Reproducibility (Consistent, Intermittent) Leave empty for consistent.

I tested this on a self-hosted site and it seems to be coming from core (with and without the plugin).

I looked up the Gutenberg core and found this WordPress/gutenberg#29158

I am tagging this as "Core Fix Needed".
