On windows, the latest
setuptoolsis installed, as it useget-pip.pyto install pip and setuptools.azure-cli/build_scripts/windows/scripts/build.cmd

On macOS, it
setuptoolsis installed when create venv and installpip, brew updates it automatically.azure-cli/scripts/release/homebrew/docker/formula_template.txt
Line 31 in 3a793a0
On Linux,
setuptoolsis installed when create Python virtual env. It may be an old version.Update it to latest version to prevent security issue.
