What does this PR do?
This will resolve deprecation notices similar to https://github.com/CityOfLosAngeles/ita-static-s3-actions/issues/2.
Note: This PR requires the use of Github Environments to best separate the resources between dev and prod.
It is required that new environments be created for this repository corresponding to the workflows and their respective Github branches.

This will be tested in development before merging to production.
