add the ability for this task to manage a PR comment.
TODOS / shortcomings
test when running this from github that the task still runs and doesn't crash since it isn't supported to make a github comment yet. It is likely I won't support this because if you're on Github, just use Github Actions / Vercel extension from here.
get monorepo / multi build / publish repos working by using hidden elements in markdown to only edit relevant comments.
