Opted for a non-api-breaking (i.e. backwards compatible) implementation. This just add a new
AllSpenderAllowancesquery, and keeps all the rest the same.TODO:
Add migration step to populate the. (done)ALLOWANCE_SPENDERmapAdd migration test. (already done)
