Description

Adds changelog entry and version tick for #4348

Motivation and Context

Updating the version number now so that it's clear we are ticking the major version number. Also updating the changelog so that users know why the major version number ticked.

How Has This Been Tested?

Built and ran the conda-build. Everything came up with the correct version number
