This PR fixes F* to work in Windows (handle
\r
in fstar.include files, forget about cygpath), and makes sure we can run most of the builds scripts in Windows too, so we can build a source package (generated by a Linux/macos machine).Note: this still does not allow to do a build from scratch in native Windows, or at least not in the environment in Github actions runners, mostly due to symlink confusion. I think a Cygwin build would work.
