It is not the job of F* to do this, nor rely on external processes for it.
This DLL is needed to run F*, ship it.
This patch allows a source package (generated by package-src) to be built into a native Windows executable. The full build does not yet work, I think only due to intricacies of the many different kinds of symlinks in Windows/Cygwin.

This PR fixes F* to work in Windows (handle
\rin fstar.include files, forget about cygpath), and makes sure we can run most of the builds scripts in Windows too, so we can build a source package (generated by a Linux/macos machine).Note: this still does not allow to do a build from scratch in native Windows, or at least not in the environment in Github actions runners, mostly due to symlink confusion. I think a Cygwin build would work.
