  • Update root CONTRIBUTING.md with note about per-package files.
  • Make skeleton per-package CONTRIBUTING.md files with reference to root CHANGELOG via github link.

Infra: Release workflow with changesets. (#2384)

Integrate changesets release workflows for Victory. Closes #2373 

- Adds changesets code, tasks, and CI support.
- Adds per-package CHANGELOG.md files to reference our old root one for previous versions.
