Support FileSetSpecType & Add Iceberg Table Test

• Add: FileSetSpecType to BigQuery Table Resource. This is not easily testable as we need a static bucket w/ specific files / structure.
• Add: Test for FileSetSpecType
• Add: Iceberg Table Test, supporting magic-modules/pull/7858
