[services.yml] parameter autocomplete double percentages

When adding a parameter to a service's arguments in services.yml, autocomplete suggestions don't appear until you've entered the first % e.g. arguments: ["%, but when it autocompletes it adds another % prefix so you end up with "%%parameter%".
