Scope Metadata, navigation
Story "As an end-user, I wish to be able to click field values that have been controlled in the system through the use of taxonomies, and view all objects in the repository that contain this value. I also wish to browse these controlled value lists.

This is for feature parity with Islandora Legacy and the Solr Facet Pages module.
Note: nearly all is implemented except exposing lists of these values to users.
