I will add a blurb to this PR with short descriptions for each feature that's been added for the release. |

Tech Call (Sept 15) agreed that these notes are good to go as they are to describe upgrading, but there is still a need for actual "release notes" describing changes and new features. To be discussed at next DIG meeting. |
