This PR migrates the WebIO extension to the JupyterLab 2.x series.
It was put together by looking at the migration guide https://jupyterlab.readthedocs.io/en/stable/developer/extension_migration.html.
Simple examples I tried appear to work and by the discussion on #397 it seems other people were able to use it successfully.
I am not familiar with this project codebase (and neither with JavaScript and JavaScript packages), so maybe more work needs to be done in order for this to be merged. I hope it may be useful as a starting point.
