CompatHelper: bump compat for TaylorSeries to 0.12, (keep existing compat)

This pull request changes the compat entry for the TaylorSeries package from 0.10, 0.11 to 0.10, 0.11, 0.12.
This keeps the compat entries for earlier versions.

Note: I have not tested your package with this new compat entry.
It is your responsibility to make sure that your package tests pass before you merge this pull request.

This update was blocked by TaylorIntegration (fixed now) and is now still blocked by TaylorModels (reported).

A new patch version for TaylorModels (v0.5.3) was just released... I hope this allows the broken tests to pass.

There were still some package problems here in v1.7:
