[noblock] This PR is to register a "manual JLL" and is similar to as #103121. Auto-registrator fails because of the _ in the name. (I have pinged on slack.)

The JLL pulls (closed source, commercial) artifacts from https://anaconda.org/Gurobi/gurobi/files, but we have permission from Gurobi to use them in Gurobi_jll.
