package lsst.para file for distribution

We want users to have immediate access to lsst.para after pip installing rail_lephare.

This file needs to be here because the default stage param reads this file. Otherwise the user wouldn't be interacting directly with this file.

Since this issue was created we decided to implement the default COSMOS config in the main lephare package. Because of this we then simply overide the values from this default in the main Python file. Likewise users who want to implement another overiding config can simply do that. this issue should therefore be closed by deleting the lsst.para and removing all references to it.
