Removes 3 workflows that have never been used:
build-desktoptest-design-systemtest-libsThis follows this quick audit where I found several workflows that were either never used or very infrequently used. This PR removes only those that have never been run.
For
build-desktop,test-design-system,test-libs, these are never used because their-reusablecounterpart is always used instead.
