Why these changes are being introduced: We had originally planned to use REST for V2, but we have since decided to use GraphQL. Relevant ticket(s): https://mitlibraries.atlassian.net/browse/RDI-114 How this addresses that need: This removes REST V2 from the application. Side effects of this change: The PR template has been updated to match our other repos.
