self-managed: Update Console version in helm chart v25.1

Motivation

Update the Console version for LTS. Tested the emulator and on local-kind manually.

AssertionError: Buildkite tag () does not match environmentd version (0.130.0)
I got the same in my PR: #31084
Edit: I think I have a fix, putting it up shortly. Done: #31102, also cherry-picked here so this can be merged.
