As part of Project Phoenix, move on-disk location of configuration (so we don't stomp on existing jrnl configurations).

Consider something like appdirs to provide more sensible defaults on Windows.

appdirs has been replaced by platformdirs https://platformdirs.readthedocs.io/en/latest/api.html
